The National Election Observatory is an independent structure appointed to control and supervise the whole electoral process. (section 1 and 2 of law n°2000/016).
To fulfill its mission, NEO has the right to recruit personnel to help in the accomplishment of its mission.
NEO is made up of 11 members selected among independent and impartial personalities.
The NEO was created by the law n° 2000/16 of 19/12/2000, as amended by law n° 2003/015 of 22 Dec. 2003..
