NEO IN BRIEF

Since its inception by law n° 2000/016 of December 19, 2000, NEO has taken several discreet steps to settle disputes and organize meetings so as to stabilize the social and political atmosphere and lay down conditions for free and fair elections.
MILESTONES COVERED BY NEO SINCE DECEMBER 2000 TO FACILITATE THE ELECTORAL PROCESS

Oct 05, 2006 : NEO vice president Dr. Diane Acha Morfaw participates in the preparation of training documents for election management officials in Africa by the African association of electoral authorities.

July 24-August 09, 2006 : With assistance from the United Nations Development Programme (UNDP-PNUD), NEO organises a Workshop for the re-enforcement of basic computer skills of NEO Members and Staff, at Hôtel Meumi Palace and Hôtel Franco, Yaounde.

June 20-22, 2006: The lnter-Ministerial Committee and the Commonwealth Expert Team on the establishment of an independent election management institution in Cameroon, meet in Yaounde and agree on a number of core principles that could further enhance its legitimacy, credibility and efficiency. Speaking in Yaounde after an audience with Prime Minister Ephraim Inoni on 22 June, the former Canadian Prime Minister and head of the Commonwealth team on the establishment of an independent election organiser, Joe Clark, expressed gratitude with the rate of understanding that has developed towards achieving this objective. The Commonwealth head of delegation made it clear that the role of his team is advisory. The meeting also welcomed the decision of the Head of State to organise consultations with political parties and civil society on this issue.

May 22, 2006: A South-African based institution, WAYMARK INFOTECH, holds working session with MINATD and NEO Officials on the modalities involved in computerising Cameroon's electoral system.

May 12, 2006: The NEO General Report on the conduct of the Presidential Election of 11 October 2004, is published and officially presented to the public by all the NEO Members.

February 20-22, 2006: Under the instructions of the Head of State, an Inter-Ministerial Committee holds in Yaounde to discuss pressing electoral reforms such as the institution of an Independent Electoral Commission in Cameroon. Deliberations are co-chaired by Rt. Hon. Joe Clark, former Canadian Prime Minister who headed the Commonwealth election monitoring team to Cameroon during the Presidential election of 11/10/2004, and His Excellency Jean Marie Atangana Mebara who is the Secretary General at the Presidency of the Republic. NEO President and Vice President participated.

Dec 09, 2005: NEO Vice President Dr. Diane Acha Morfaw is elected advisory board member of African association of electoral authorities.

November 09, 2005: NEO's workshop for the training of voter registration officials nation-wide, is launched in Yaounde for Revision Commission members of the Centre Province. The two-day training workshop, apart from Yaounde, is also earmarked for Buea (November 14-15), Bafoussam (November 15-16), Bamenda (November 21-22), Garoua (November 22-23) and Douala (December 12-13). The training is sponsored by the U.S. Embassy to the tone of 43 million frs cfa. Including the updating or NEO´s web site.

October 27, 2005: In a meeting involving MINATD, NEO, PNUD and other Foreign Donors, MINATD presents a final version of the computerisation project on electoral rolls all over the country, to the tone of 5 billion francs cfa. The objective is to organise next elections in Cameroon (June 2007) on computerisation. Thus, the project is earmarked to run from October 2005 to May 2007.

July 29, 2005: Mr. Mbang Mbang Gilbert, Acting Head of NEO's Computer Unit and Research Officer at DRDE, dies in Yaounde and is buried in Mengong (South Province) on August 13, 2005.

July 18, 2005: NEO Report on the conduct of the Presidential election of 11/10/2004 is submitted to the President of the Republic.

July 13-22, 2005: NEO Vice President, Dr. Diane ACHA MORFAW, is part of a 14 member official delegation headed by the Prime Minister, Chief INONI Ephraim, to the USA on an economic and political mission.

July 04, 2005: NEO holds working session with 14 American Professors including Professor Victor Julius Ngoh from Buea University on the role of NEO in the democratic process of Cameroon.

June 22-24, 2005: NEO Members hold a general assembly meeting to finalise and adopt draft report on the conduct of the Presidential election of 11/10/2004.

June 6, 2005: The United States Embassy grants to NEO 43 million frs cfa for the NEO Voter Education and web site Project.

May/June 2005: NEO Members go to the field to control and supervise voter registers for the year 2005.

May 17-19, 2005: The fourth meeting of the Cameroon/Commonwealth Commission holds in Yaounde with Rt. Honourable Joe Clark and His Excellency Jean Marie Atangana Mebara signing a joint communiqué, which included inter alia:
· the government of Cameroon undertook to set up a committee to review reports by Observer Groups to the October 2004 Presidential election;
· the Commonwealth agreed to continue to positively consider requests for assistance in support of the NEO and to encourage other International Partners to do same. (See Cameroon Tribune of 23/05/05, p. 12).

April 04, 2005: NEO receives some 100 Political Science Students from Buea University: Role of NEO in organizing credible elections.

March 09, 2005: Miss Emilia Monjowa Kamara, Assistant Research Officer at NEO's Communication Unit dies in Yaounde and she is buried in Buea on March 19, 2005.

February 24-26, 2005 : NEO President, Mr MBOUYOM François-Xavier attends the Conference of Commonwealth Chief Election Officers at New Delhi, India.

January 11-13, 2005: The General Assembly of NEO Members holds and adopts Plan of Action for the year 2005, including the NEO Internal Rules and Regulations.

January 13, 2005: NEO personnel at the Permanent Secretariat, led by the Secretary General, give New year wishes to NEO President, Vice President and Members.

January 12, 2005: NEO Members (including the SG) are received by Prime Minister Ephraim INONI. They submit a Memorandum to the P.M.

November ending, 2004: NEO Preliminary Report for the 11/10/2004 Presidential election is submitted to the Head of State.

November 03, 2004: The President-elect, Mr. Paul BIYA, takes the oath of office before the full bench of the National Assembly (sitting in for the Senate) and the Supreme Court (sitting in for the Constitutional Council).

October 25, 2004: The Constitutional Council (Supreme Court) proclaims results of the 11/10/2004 Presidential election, with Candidate Paul Biya declared winner (70.9%).

October 22, 2004: The Supreme Court of Cameroon, sitting in the place of the Constitutional Council, hears twelve (12) petitions on the Presidential election of, 11/10/2004 rejecting all the twelve (12) petitions.

October 15-21, 2004: Members of the National Commission for the Final Counting of Votes for the Presidential election of 11/10/2004 carry out their work in the Library of the Supreme Court, with NEO reports helping to resolve several disputes.

October 11, 2004: Presidential election successfully holds with 21.000 NEO delegates present in 20.560 polling stations .

October 10, 2004: Candidates Gustave Essaka of the Démocratie Intégrale du Cameroun (DIC) and Jean Jacques Ekindi of Progressive Movement (MP) withdraw their candidacies for the 11/10/2004 Presidentials in favour of CPDM and SDF respectively.

October 09, 2004: Candidate Djeukam Tchameni of the Movement for Democracy and Independence (MDI) announces over CRTV that he withdraws his candidacy for the 11/10/2004 Presidential election on the pretext that the electoral laws are bad, calling on his militants to abstain from voting.

October 05, 2004: Ministerial Order No. 000329/A/MINATD/DAP of 5 October 2004 regulates the exercise of certain liberties and activities on the occasion of the Presidential election of 11/10/2004.

October 04, 2004: MINFIB and MINATD jointly sign a decision disbursing the first lump-sum of 500 million cfa francs to candidates of the 11/10/2004 Presidential election. The amount is shared into two, one half of 250 million is shared equally among the 16 candidates (with each candidate taking 15.625 million) while the other half of 250 million is shared among candidates whose parties are represented in Parliament at the rate of 1.8 million per parliamentary seat. It is not clear how the second disbursement of 500 million will be shared after the elections.

October 01, 2004: The Cameroon Supreme Court, sitting in for the Constitutional Council, hears appeals on rejection of candidates by MINATD for the October 11 2004 Presidential elections, and rejects all the 28 appeals thereby maintaining MINATD's decision of 16 candidates for the 11/10/2004 Presidential election.

September 30, 2004: Mr. Antar Gassagaye, a frontline member of the opposition coalition, declares his support for Candidate Paul Biya, thereby further splitting the coalition members.

September 29, 2004: MINATD releases Order no. 000327/A/MINATD/DAP of 29 September 2004 to organise polling stations on the occasion of the 11 October 2004 Presidential election.

September 28, 2004: MINATD releases Order no. 000325/A/MINATD/DAP of 28 September 2004 to determine the list of polling stations on the occasion of the 11/10/2004 presidential election.

September 26, 2004: Distribution of voters' cards for the Presidential election of 11/10/2004 commences.

September 26, 2004: Campaigns for the Presidential election of 11/10/2004 officially start.

September 24, 2004: Decision no. 062/MINCOM/CAB of 24 September 2004 gives 7.3 minutes airtime per candidate over radio and 3.75 minutes per candidate on television everyday (from 26 September to 10 October 2004). This decision marks a departure from previous elections when parties were given airtime according to their performance in previous elections.

September 21, 2004: The Francophonie Intergovernmental Agency (AIF) gives to MINATD financial assistance of 53.000 (fifty three thousand) Euros which is the equivalent of 35.000.000 (thirty five million) cfa francs within the purview of the presidential election of 11/10/2004. MINATD intends to use the money mainly for the production of sensitisation and communication facilities.

September 21-22, 2004: The Constitutional Council receives 20 petitions on rejection of candidates by MINATD for the 2004 Presidentials.

September 21, 2004: MINATD holds meeting with Candidates for the 2004 Presidential elections in order to enable candidates to confirm the colour and chosen abbreviation for the printing of ballot papers, and the receipt of candidates' photographs. Meanwhile, Ministerial Order no. 000319/A/MINATD/DAP of 20 September 2004 fixed the format for the ballot papers of 11/10/2004 Presidential elections at 15 x 10 cm.

September 20, 2004: Ministerial Order no. 000320/A/MINATD/SG/DAJC of 20 September 2004 publishes names of sixteen (16) candidates for the Presidential election of 11/10/2004.

September 15, 2004: The Incumbent President Paul Biya addresses the nation at 20h during which he declares his candidature for the 2004 Presidential elections.

September 15, 2004: The opposition coalition elects Dr. Ndam Njoya of the UDC as the Coalition's Candidate for the 2004 Presidentials.

September 11-12, 2004: The SDF extra-ordinary convention holds in Bamenda during which the Chairman, Ni John Fru Ndi, is elected the Party's Presidential Candidate for the 2004 Presidentials.

September 11, 2004: In keeping with section 6(3) of the constitution and sections 1(3) and 51 of the law on Presidential elections, Presidential Decree no. 2004/223 of September 11, 2004 convenes the electoral corps to Monday October 11, 2004 from 8h to 18h, thereby declaring the said Monday a public holiday.

September 10, 2004: Twenty-five thousand (25,000) transparent ballot boxes donated to Cameroon by the United Kingdom and Japan for the 2004 President elections arrive the Douala International Airport. The reception ceremony is attended by NEO.

September 07-11, 2004: NEO carries out sensitisation campaigns of her civic education programme across the country in a bid to improve on the number of people registered for the 2004 Presidentials.

September 07-08, 2004: Community leaders, members of the civil society, religious organisations leaders, party officials and other stakeholders seeking to ensure that the forthcoming presidential elections in Cameroon are free, fair, transparent and credible organise a Workshop on Voter Education at Hilton Hotel-Yaounde under the sponsorship of the U.S Embassy in Cameroon. NEO actively participates.

August 18-31, 2004: Training and swearing-in of NEO Provincial, Divisional and Council representatives.

August 10, 2004: A working session between NEO and MINATD leads to clarification of some problematic issues in the electoral law.

August 06, 2004: Presidential Decree no. 2004/216 of 06 August 2004 and Prime Ministerial Decree no. 2004/1280/PM of 06 August 2004 respectively appoint an Inspector General and three (3) Inspectors in charge of electoral matters at MINATD.

July 15, 2004: The Cameroon League for Human Rights translates the Cameroon Electoral Code into seven (07) languages under the sponsorship of the United States Embassy, Yaounde.

June 27, 2004: Municipal Elections Re-run take place in Nkongsamba Urban Council.

June 22, 2004: NEO President holds working sessions with Administrative Authorities, Political Parties and NEO field staff in Nkongsamba to ensure a hitch-free municipal election re-run in the Nkongsamba Urban Council, built for 27/06/2004.

June 16-19, 2004: NEO Vice President lectures at an International Workshop on Election Observation in Ghana.

June 13, 2004: Municipal Elections Re-run take place in five (5) Councils (Edea, Eseka, Matomb, Bayangam and Dschang).

June 11, 2004: The Head of State signs a Decree (Decree No. 2004/140 of 11 June 2004), postponing municipal elections re-run in the Nkongsamba Urban Council to Sunday, June 27, 2004 so as to enable SDF's new list of candidates to be rehabilitated at the level of MINATD and so print SDF ballot papers before polling day.

June 09, 2004: The plenary of the Supreme Court examines the SDF petition on the interpretation of the Court's judgment of 19/04/2004 on partial cancellation of council election results in the Nkongsamba Urban Council. The Supreme Court rules that the SDF could compete in the Municipal Elections re-run of Sunday 13, 2004 on condition that the party presents a new valid list.

May 31, 2004: Meeting between NEO and six(6) Political parties taking part in the Council by-elections of Sunday, June 13, 2004.

May 28, 2004: The newly appointed NEO Members take oath before the Plenary of the Supreme Court.

May 26, 2004: Two Presidential Decrees ( Decree No. 2004/133 of 26 May 2004 and Decree No. 2004/132 of 26 May 2004) appoint NEO President and Vice President as well as NEO Members for a 3 year term.

May 24, 2004: MINATD officially announces the publication of lists of candidates for the Council by-elections of June 13, 2004 by declaring that the lists of candidates for the Council elections of June 30, 2002 remain valid, as only dead persons can be replaced in the old lists. This is in keeping with the provisions of sections 24 and 25 of Law no. 92/002 of 14/08/1992 laying down conditions governing the election of municipal councillors:

"Section 24: The Minister in charge of Territorial Administration shall draw up and publish the lists of candidates for election not later than 20 (twenty) days before the poll. Section 25: If a candidate whose name appears on a list dies or is disqualified, he may be replaced any time before the opening of the poll according to the procedure for the nomination of candidates."

May 07, 2004: Presidential Decree no. 2004/109 of 7 May, 2004 convenes the electoral corps for June 13, 2004 to elect Municipal Councillors in six (6) Councils (Matomb, Dschang, Eseka, Edea, Nkongsamba and Bayangam) where the Supreme Court on the 22/04/2004 cancelled the results of the June 2002 Council Elections.

April 30, 2004: The National Justice and Peace Department of the National Episcopal Conference of Cameroon releases at the John XXIII Centre in Mvolye, Yaounde, a report on the 2002 legislative and municipal elections in Cameroon titled Law-Crime-Justice.

April 21, 2004: The President of the Republic promulgates Law no. 2004/004 of 21 April 2004 on the organisation and functioning of the Constitutional Council.

April 19-22, 2004: The Supreme Court hears some 88 appeals on the Administrative Bench's judgments of September 2002 on the June 2002 council election petitions. It cancels election results in six (6) Councils: Dschang, Bayangam, Edea, Eseka, Matomb and Nkongsamba.

March 06, 2004: NEO's report on the conduct of the council and parliamentary elections of June 30, 2002 is published by NEO. The funding for the compilation of this report was done by the United Kingdom.

February 21, 2004: Late Reverend Pastor Joseph AZOMBO EBO'O is buried at the Presbyterian Church premises of Messa II Yaounde. The Head of State sends message of condolence to the bereaved family.

February 10-13, 2004: Members of NEO Internal Audit Commission are sent to NEO Provincial Structures to control the necessary financial documents for the 2002 twin elections.

February 03, 2004: NEO Member, Pastor Joseph AZOMBO EBO'O, dies at Clinique Ze Meka, Yaounde.

January - February, 2004: Prime Minister, Peter Mafany Musonge, on the instructions of the Head of State, consults leaders of political parties and the civil society associations on their proposals towards the Head of State's appointments of NEO Members. Five (5) political parties represented in the National Assembly and eighteen (18) Civil Society Associations were received in audience by the Prime Minister from 26 January to 4 February 2004, while fifty-eight (58) political parties and twenty-five (25) Civil Society Associations contacted by correspondence by the Prime Minister, were requested to submit their relevant proposals to the Head of Government within a period of fifteen (15) days. (See Cameroon Tribune of Thursday, January 29, 2004, pp. 3-5).

January 22, 2004: The Minister of State for Territorial Administration and Decentralisation signs an order, instructing Administrative Authorities all over the country to re-compile electoral registers for the year 2004, which recompilation shall be suspended from the date of convocation of the electoral corps, but shall immediately resume on the day following the date of polling.

January 13, 2004: Meeting between NEO and some 28 visiting American Students from the Centre College University of Danville-Kentucky, USA, accompanied by two personalities of "Terre des Hommes" - an NGO based in Douala.

December 29, 2003: Presidential Decree no. 2003/359 of 29 December 2003 prolongates the validity of the old National Identity Card to June 30, 2004 so as to permit more Cameroonians register on the electoral rolls. This amends for the second time section 9 of decree no. 99/154 of 20 July 1999 on the computerised ID Card. The first amendment was carried by decree no. 2002/023 of 23 January 2002, prolongating the validity of the old ID Card to December 31, 2003.

December 22, 2003: The Head of State promulgates law no. 2003/015 of 22 December 2003 modifying and completing certain provisions of law no. 2000/016 of 19 December 2000 instituting the National Elections Observatory. The bill had been adopted by Parliament on December 09, 2003.

December 09, 2003: Government bill amending article 3 of Law no. 2000/016 of 19 December 2000 to set up the National Elections Observatory (NEO) is adopted by the National Assembly. The bill institutes the consultation of political parties and the civil society before the appointment of NEO Members, and a 3 year mandate of NEO Members renewable once. Meanwhile, SDF Private Member bill on the subject is rejected.

October 28 - November 5, 2003: NEO Vice President, Dr. Diane ACHA MORFAW, represents NEO at the International Donors Conference, London, with Cameroon being at the centre of discussions on major reforms: free and fair elections, independent judiciary and the rule of law, improved human rights practices, and effective decentralisation. The meeting which held at the Commonwealth Secretariat London was intended to give the government a platform to seek technical and financial support from its donors for the coordinated implementation of the reforms. The donors included the EU, World Bank / IMF, and Commonwealth.

October 21, 2003: Examination of the draft NEO budget for the 2004 fiscal year by NEO Staff.

September 22-26, 2003 : Four (4) Commonwealth election experts (Messrs: Lach Fergusson, Abdoul Rahmar, Tim Sheely and Jos Johnston) visit Cameroon. They held working sessions with high government officials, MINATD and NEO officials on ways of accelerating the democratic process in Cameroon, in particular, good election management skills. Computerisation and ways of pesenting projects to international donors were topical.

August 20, 2003 : Ni John Fru Ndi's SDF and Adamou Ndam Njoya's UDC (CDU) sign an agreement to put forward a single candidate at the 2004 Presidential elections.

August 8, 2003 : Launching of a series of meetings between Prof . Martin Amin and some NEO support staff on the amelioration of NEO observation forms.

August 6, 2003 : UNDP expert on electoral registers (Mr Kacou) presents the computerisation of electoral registers in Cameroon to MINATD and NEO officials.

August 6, 2003 : UN envoy, Mr. Nour Eddine Driss accompanied by Mrs Patricia de Mowbray and Mr Assoukpe Kacou visits NEO head office. Top on the agenda were feasibility studies on the computerisation of voter registers.

July 30, 2003 : NEO's Commission in charge of internal auditing starts work.

July 25, 2003 : NEO members suspend their activities pending Supreme court decision on electoral disputes in certain municipalities and the reduction of NEO support staff to take care of NEO transitional period. The Vice President and Secretary General stay on during the transition.

July 25, 2003 : NEO sets up an internal audit by decision N° 00126 of 25/07/2003 and appoints Dr. Memang Thadeus as chair with Mr. Mbang Gilbert as rapporteur.

June 18, 2003 : Meeting between Commonwealth officials (Mrs Christine Stewart and Mr. Victor Pungong) and NEO Staff.

April 7-10, 2003 : A delegation of NEO , led by its VP Dr Diane ACHA MORFAW takes part in the Africa Conference on Elections, Democracy and Governance organised in Pretoria by the South African Electoral Commission and the African Union.

May 27, 2003 : Presentation of NEO web-site to NEO Staff.

March 12, 2003 : Meeting between NEO's VP and Mr. Robert Peck, Director for West and Central Africa to the Canadian Minister of Foreign Affairs and International Commerce.

March 5, 2003 :Meeting between Mrs.Christine Stewart of the Commonwealth Secretariat London and NEO Members. Mrs Stewart was accompanied by Mr. Victor Pungong.

March 5, 2003 : British Council launches Election Monitoring Handbook, the Observers' Guide, whose content includes NEO's contributions.

February 7, 2003 : NEO submits its final report on the conduct of the 2002 twin elections to the President of the Republic.

January 29, 2003 : Visit of the British Parliamentarians to NEO headquarters.

September, October, November, 2002 : Writing of NEO report on the 2002 parliamentary and council elections.

September 27, 2002 : The Supreme Court proclaims results of the partial elections of 15/09/2002, during which the CPDM won 16 of the 17 seats , making a total of 149 MPs in Parliament. SDF has 22 MPs, UDC 5MPs, UPC 3 MPs and UNDP has only 1MP, making a total of 180 MPs in Parliament.

September 20-21, 2002 : The National Commission for final counting of votes meets to examine results of the partial parliamentary elections of 15/09/02, with NEO in attendance.

September 25, 2002 : Supreme Court examines petitions on the Parliamentary re-runs of 15/09/02.

September 15, 2002 : Parliamentary elections re-organised in 9 constituencies.

September 2 - 6, 2002 : Hearing by the Administrative Bench of the Supreme Court of the petitions on council election results (poll of June 30, 2002), leading to the cancellation of council election results in 17 constituencies. This gave room for political parties to file appeals on those judgments.

August 24, 2002 : State funeral for the late NEO President at Bazou - Bangante.

August 9, 2002 : NEO President, Hon. Enoch KWAYEB KATTE, dies at the General Hospital Yaounde.

August 2002 : NEO Members undertake missions abroad to abreast themselves with good election management skills.

July 20, 2002 : Declaration by NEO following the proclamation of results of the twin elections of June 30, 2002.

July 19, 2002 : The Supreme Court of Cameroon (in the presence of NEO Members) officially proclaims parliamentary election results in keeping with Section 47 (3) of Law No. 91/020 of 16 December 1991 which requires that such election results be proclaimed within a maximum period of 20 days after polling.

July 17, 2002 : NEO participates at the hearing of parliamentary election petitions by the Supreme Court, sitting in for the constitutional council, leading to the cancellation of results in nine (9) constitituencies.

July 6 - 14, 2002 : NEO participates at the working sessions of the National Commission for the final counting of votes.

July 9, 2002 : Newly elected Councillors start meeting all over the country to elect amongst themselves Mayors and Deputy Mayors.

June 30, 2002 : Elections successfully take place without major hitches, with NEO controlling and supervising the process.

June 24, 2002 : Neo sets up crisis management units at NEO headquarters and field structures to ensure total success of all pre-electoral and electoral activities.

June 23, 2002 : NEO holds an important Press briefing to explain to nationanal and international press the reasons for the postponement of elections and the appropriate steps to be taken by NEO to ensure that the situation is redressed by June 30, 2002.

June 23, 2002 : A Presidential decree postpones elections from June 23 to June 30, 2002 due to insufficient material preparations.

June 21, 2002 : Meeting between NEO Members, Commonwealth observers, Francophonie observers, OAU observers and representatives of some National NGOs accredited by MINATD.

June 20-22, 2002 : Training of NEO polling delegates (20 000) for the 2002 elections. NEO produces Training Package for NEO Delegates.

June 20, 2002 : UN envoy (Mr. Seydou Elimane Diarra) meets with NEO officials at NEO headquarters.

June 19, 2002 : Commonwealth election observers meet with NEO officials at NEO headquarters.

June 15-20, 2002 : Transmission of NEO election material to NEO field structures.

June 7, 2002 : The General Assembly of NEO Members examine well over 100 petitions from political parties on the rejection of lists of candidatures. NEO orders the rehabilitation of well over 30 of such lists.

June 7, 2002 : NEO and MINATD officials meet at NEO headquarters to determine whether on the eve of the launching of the election campaign all the actors were prepared to produce transparent election results come June 30, 2002.

May 16 - June 7, 2002 : Installation of NEO provincial structures before the Courts of Appeal (Taking oath ceremonies).

May 17, 2002 : Circular letter No. 001/ONEL/PO/VPO specifies duties, responsibilities and operational procedures of NEO field structures.

April - May, 2002 : Training of NEO election monitors (2116) for the 2002 elections. NEO produces Checklist for Election Monitoring in Cameroon.

April 26, 2002 : Launching of NEO's media campaign inviting all Cameroonians of voting age to get themselves registered on the electoral rolls; done through television and radio spots as well as posters.

April 24, 2002 : Visit of the SDF Chairman, John Fru NDI, Adamu NDAM NJOYA and other political party leaders to NEO. They tabled a declaration and petition on electoral registration irregularities; the meeting ended in a note of satisfaction.

April 15, 2002 : Launching of NEO's training of trainers programme for election Monitors at the British Council in Yaounde. Programme organized with the technical assistance of the British Council and the British High Commission. Two International consultants, Fida NASRALLAH and Christine MACCALLUM, were part of the training team. To facilitate the training exercise, a Participants' Guide and the Trainers' Guides produced with British assistance.

April 10, 2002 : NEO Forum : 2nd consultation meeting with representatives of legalized political parties with about 120 representatives of political parties in attendance discussions focused on field realities as noticed by NEO members on the field and the way forward.

March 14, 2002 : Tripartite meeting between NEO, the administrative authorities and the SDF in the Centre Province. Chaired by NEO Vice President Diane Acha Morfaw.
Result : Resolved problems raised in an SDF petition signalling electoral registration irregularities in some divisions of the Centre Province.

January to February 2002 : Education and information tours by NEO Members in the ten (10) provinces; coverage of 58 Divisions; more than 120.000 km, 336 Councils.
Result : Dialogue with the population and political parties as well as supervision of the commissions in charge of electoral registration.

January 21,2002 : NEO's efforts lead to the prolongation of the mandate of Municipal Councillors for 6 months through a Presidential Decree No. 2001/390 of December 2001.

January 9, 2002 : NEO holds meeting with the General Delegate for National Security.
Result : The prolongation of the validity of the National Identity Card to December 31, 2003 so as to permit more Cameroonians register on the electoral rolls (Decree No. 2002/023 of 23 January 2002).

January 7-13, 2002 : Commonwealth election experts visit Cameroon. They hold working sessions with NEO.

January 2002 : Consultation Meeting between NEO, MINATD and collaborators of the Governors of all ten provinces to discuss some problems raised by political parties.

December 20, 2001 : Decree No. 2001/397 fixes the composition and functioning of NEO field structures.

December 3, 2001 : Dialogue with almost all 180 legalised political party leaders.
Result: made the role of NEO known and informed on the difficulties faced by political parties on the field.

October 26, 2001 : Presidential Decree appoints NEO Secretary General.

October 26, 2001 : NEO Members take oath of office.

October 10, 2001 : Decree No. 2001/309 appoints NEO Members.

October 8, 2001: Decree No.2001/306 defines the modalities of implementation of the Law setting up NEO.

December 19, 2000 : NEO is set up by Presidential Decree No. 2000/16.
